The ’90s was a revolutionary time in R&B: Not only had the mature, quiet-storm-oriented sound evolved to its most sophisticated state, you started to really hear the influence of hip-hop—a shift that changed not only R&B, but the sound of modern pop in general. From neo-soul to new jack swing, the classic-sounding to the more cutting-edge, these are the tracks that shaped R&B in the ’90s and early 2000s. Born and raised in the small Panhandle town of Littlefield, Texas, Waylon Jennings came by his country bona fides honestly. After a stint backing Buddy Holly—he gave up his seat on Holly's doomed plane to The Big Bopper—Jennings chafed against the increasingly slick, string-drenched sound of '60s country. In the early '70s, a newly long-haired and bearded Jennings attracted both old-school fans and a new rock audience with his rebellious attitude and rough-edged outlaw sound. Fusing Hank Williams and the Rolling Stones, Jennings redefined country music for a new generation.

In the mid-'70s, mavericks like Waylon Jennings and Willie Nelson, who'd been struggling to find their place in country amidst Nashville’s slick countrypolitan dominance, quit trying to fit into the mainstream and carved out something for themselves. With stripped-down production, rock and soul influences, and a rebellious, countercultural mindset, they injected new life into country music, creating the outlaw country movement in the process. Outlaw auteurs like Guy Clark and Mickey Newbury were coming more from a singer/songwriter head, but their outside-the-box concoctions were part of the mix too. Of course, outlaw country didn't die out when the decade ended. Fresh faces like Steve Earle continued the conversation in the ‘80s, and even after the transformation of the country music industry by the turn of the millennium, artists like Jamey Johnson and Sturgill Simpson who'd grown up on classic outlaw country brought their own idiosyncrasies to the table.
