SoundCloud converters turn a track's URL into a downloadable MP3. Whether that's legal depends entirely on what you're downloading and why. Here's the line.
Downloading is generally acceptable when the artist has enabled the official download button on their track, when the work is released under a Creative Commons license that permits it, or when it's your own music. In those cases you're doing something the rights holder allowed.
Using a third-party converter to pull a copyrighted track that the artist did not make downloadable is copyright infringement, even if the tool makes it easy. The convenience of the tool doesn't change the rights behind the song.
